You have the option, according to the rules in DOL’s 20 CFR Part 656, to place recruitment ads in local and ethnic newspapers as an additional step in the PERM/H1B/H2B labor certification process:

(ii) Additional recruitment steps. The employer must select three
additional recruitment steps from the alternatives listed in paragraphs
(e)(1)(ii)(A)-(J) of this section. Only one of the additional steps may
consist solely of activity that took place within 30 days of the filing
of the application. None of the steps may have taken place more than 180
days prior to filing the application.
(I) Local and ethnic newspapers. The use of local and ethnic
newspapers can be documented by providing a copy of the page in the
newspaper that contains the employer's advertisement.
An example of a local paper in Los Angeles is “THE KOREA CENTRAL DAILY“, “Korean Daily newspaper serving Korean-American community.” Another, for the Hispanic community is “20 DE MAYO”.
A distinction can be made as follows. There is another paper serving the Korean community in Los Angeles, specifically targeted to that area, called “KOREA TIMES, LOS ANGELES EDITION“.
When choosing an advertisement, you can select a publication that fits both the “local” and “ethnic” label in the rules noted above, for the best results.
An ad of a single day will usually suffice, but if budget allows, one can opt for a slightly higher exposure and run ads over a weekend or course of a few days.
Also important to note is choosing a publication that runs daily. Many “local” and “ethnic” papers run weekly or monthly. A daily publication will be better suited to a PERM recruitment schedule.
